The diference between the master and the rani was this... The Rani was amoral... whereas the Master was evil and psychotic... and there Is a difference. In fact technically the Rani should be HARDER to defeat than the Master. She was less easy to defeat as the Doctor was Interfearance ... rather that the grand goal !
