Which one of these episodes was the more egregious use of costume recycling? The rebels on Helotrix in Traitor, or the drugged passengers on The Space Princess in Gold?

The rebels clothing is a drab brown so I would say the passengers on The Space Princess. I don't know where the costumes were seen before though (Freedom City?)
